[단독 인터뷰]수잔 숄티 “탈북 여성 2명이 인신매매단에 팔려가도록 방조한 문재인에 대해 증언할 것”

‘탈북민들의 대모(大母)’, ‘북한인권운동의 선구자’, ‘한국인보다 한국을 더 사랑하는 미국인’ 등으로 불리는 수잔 숄티(Suzanne Scholte) 여사.

북한자유연합(North Korea Freedom Coalition)과 디펜스포럼 재단(Defense Forum Foundation) 대표로 활동하는 그는 북한에서 ‘고난의 행군’으로 대량아사자들이 속출하던 1996년부터 탈북민들을 돌보며 북한인권운동에 앞장서왔다. 숄티 대표는 90년대 후반 북한 정치범수용소 출신 탈북민들을 초청해 미 의회에서 증언하도록 했으며 황장엽 선생의 미국 방문을 주선했다. 2004년 미국 의회에서 북한인권법이 처음으로 제정된 것도 그의 노력의 결과였다. ‘창살 없는 감옥’ 북한으로의 정보유입이 북한정권의 붕괴에 무엇보다 결정적이라는 사실을 깨달은 숄티 대표는 지난 2008년부터 박상학 자유북한운동연합 대표의 대북전단 사업을 물심양면으로 지원해왔다.

그런 숄티 여사가 미 의회 역사상 처음으로 ‘대북전단법’을 포함해 ‘한국정부의 인권탄압’을 주제로 개최되는 청문회에 증인으로 서는 것은 당연한 일일지도 모른다.

15일 오전(미 동부시각, 한국시각 15일 오후 11시) 유튜브 등으로 전 세계에 실황중계되는 톰 랜토스 인권위원회 청문회를 앞두고 펜앤드마이크는 14일 숄티 대표와 직접 전화인터뷰를 했다.

숄티 대표는 “우리는 한국이 잘못된 방향으로 가고 있는 것을 멈추기를 원한다”며 “미 의회가 청문회를 개최하는 이유는 한국인들에 대한 깊은 사랑과 우려 때문”이라고 했다. 그는 “한국을 자유국가로 보존하기 위해서 33,000명 이상의 미국인들이 (6.25 전쟁에서) 죽었다”며 “우리는 현재 일어나고 있는 ‘민주주의의 쇠락’에 대해 우려하고 있다”고 강조했다. 문재인 정권은 한국의 헌법을 보존하고 보호하고 지키기 위해 선출됐으나, 북한정권을 보존하고 보호하는데 더 많은 관심이 많다는 지적도 했다.

숄티 대표는 청문회에서 ‘대북전단금지법’ 외에 문재인 대통령이 탈북 여성 2명이 중국에서 인신매매단에 팔려가도록 방조한 일에 대해 이야기할 계획이다.

그는 “나는 특히 이번에 문재인이 탈북민들을 구출할 수 있었던 (그러나 그러지 않았던) 사실에 대해 이야기할 것”이라며 “지난해 9월 우리는 불행하게도 중국 공안에 의해 붙잡힌 탈북민들에 대해 문 대통령에게 도와달라고 청원했으나 그는 몇 달 동안 아무 것도 하지 않았다”고 강조했다. 중국 공안들이 구금시설 내 인원을 줄이기 위해 탈북여성 2명을 인신매매단에게 팔아넘겼을 때도 “문재인은 아무 일도 하지 않았다”는 것이다.

숄티 대표는 “한국의 모든 대통령들은 탈북민들을 구출하기 위해 중국정부와 일해왔다. 모든 대통령들이 그랬다!”며 “나는 너무도 화가 났다. 왜냐하면 문이 해야 했던 일은 오직 중국에 그들을 한국당국에 인도하도록 부탁하는 것뿐이었기 때문”이라고 했다.

그는 “나는 이런 일이 다시 일어나는 것을 원치 않는다”며 “청문회서 탈북민들에게 어떤 일들이 일어나고 있는지에 대해 증언할 것”이라고 했다.

한편 숄티 대표는 이번 재보궐 선거 결과에 대해 “한국인들이 그들이 누리는 자유를 보존할 필요가 있다는 것을 깨닫고 있는 것 같다”며 “이러한 변화는 매우 긍정적”이라고 했다.

-What do you think about “anti-leaflet law” passed by the National Assembly last December in South Korea? What are you going to talk about in the hearing?

지난해 12월 한국 국회에서 통과된 “대북전단금지법”에 대해 어떻게 생각하는가? 청문회에서 어떤 말을 할 것인가?

I believe that “anti-leaflet law” is unconstitutional because it goes against the South Korea’s constitution and it goes against the international agreements they signed. It’s the opposite of what we should be doing. We shouldn’t be responding to the demands of Kim Jong-un regime which is demanding to stop the flow of information. We should actually be trying to get more information to North Korea.

나는 “대북전단금지법”이 반헌법적이라고 생각한다. 왜냐하면 이법은 한국의 헌법을 위반하고 한국이 서명한 국제 조약을 위반하기 때문이다. 대북전단금지법은 우리가 마땅히 해야 할 일에 반대되는 일이다. 우리는 북한 내 정보의 흐름을 중단시키려는 김정은 정권의 요구에 응답해서는 안 된다. 사실상 우리는 북한에 더 많은 정보를 보내기 위해 노력해야 한다.

So I think it’s unconstitutional and again I think it violates the agreements of South Korea signed to agree to. I will be testifying about the impact of that on people from North Korea. Because it’s North Koreans that are great advocates to reaching out the people. The defectors who have escaped are the greatest advocates reaching out to North Korean people. And in kinds of things doing the most important thing we should be doing we need North Koreans to know how much we care about them and how much we want them enjoy the same rights South Korean and the U.S. enjoys. Moving around the wrong directions we to try to stop this.

따라서 나는 이 법인 반헌법적이며 한국이 서명한 조약을 위반한다고 생각한다. 나는 이 법이 북한주민들에게 미치는 영향에 대해 증언할 것이다. 왜냐하면 탈북민들이야말로 북한주민들에 정보를 보내는 것을 가장 지지하는 사람들이기 때문이다. 또한 우리는 이처럼 우리가 해야만 하는 가장 중요한 일들을 하면서 북한주민들이 우리가 그들을 얼마나 생각하고 그들이 한국과 미국이 누리는 같은 권리를 누리기를 원하는지를 알기를 원한다. 우리는 잘못된 방향으로 가고 있는 것을 멈추기를 원한다.

It is clear that because Kim Jon-un is demanding this, I mean that shows its weakness because what does Kim Jong-un fear more than anything? It is the North Korean! The North Korean people! He has to keep them in dark. He has to keep them believe the propaganda and lies. In North Korean South Koreans are spreading information about the reality of South Korea and the reality of the United States of America, whole consents of human rights, it threatens the regime.

김정은이 이것(대북전단금지법)을 요구하고 있다는 것은 분명하다. 나는 이것이 김정은이 가장 두려워하는 것이 무엇인지, 그들의 약점이 무엇인지를 보여준다고 생각한다. 그것은 바로 북한인이다! 북한주민들이다! 그(김정은)는 북한주민들을 어둠 속에 가두고 싶어한다. 그는 그들이 북한정권의 프라파간다와 거짓말을 믿기를 원한다. 한국사람들은 한국과 미국의 현실, 인권을 북한에 전파한다. 이것이 바로 북한정권을 위협하는 것이다.

-Why do you think the administration even can’t complain about Kim Yo-jong’s harsh and mocking statement?

문 정권이 김여정의 거칠고 모욕적인 성명에 대해 항의하지 못하는 이유가 무엇이라고 생각하는가?

They are elected to preserve and protect and follow the South Korea’s constitution. But they see more interested in preserving and protecting the North Korea’s regime. So we are in a very difficult time right now in what’s happening with South Korea. That’s a problematic. That’s probably why the congress’s hearing is coming out.

그들은 한국의 헌법을 보존하고 보호하고 지키기 위해 선출됐다. 그러나 그들은 북한정권을 보존하고 보호하는데 더 많은 관심이 있다. 우리는 한국에서 지금 일어나고 있는 일들이 매우 어려운 일들이라고 생각한다. 이는 문제적이다. 이러한 상황이 아마도 이번 청문회가 개최되는 이유일 것이다.

-How do you expect the result of the hearing? Will the Moon administration be embarrassed by the world?

(톰 랜토스) 청문회 결과를 어떻게 어떻게 예상하는가? 문 정권이 전 세계에서 망신을 당하게 될까?

I am hoping that. As an ally that we care deeply about, I mean the motivation behind the members of congress have a hearing is because of a deep love and concerns for the people of South Korea. It’s a nation that over 33,000 Americans died to preserve as a free country. So I think there will be a concern about the direction which the Moon’s administration is going and so I am hoping that, for me particularly I am gonna talk about the fact that he can rescue the refugees right now.

그러길 바란다. 미국의 동맹으로서 우리는 (한국에 대해) 깊이 우려한다. 미 의회가 청문회를 개최하는 이유는 한국인들에 대한 깊은 사랑과 우려 때문이다. 한국을 자유국가로 보존하기 위해서 33,000명 이상의 미국인들이 죽었다. 따라서 우리는 문 정권이 가고 있는 방향에 대해 우려를 하고 있다. 나는 특히 이번에 문재인이 탈북민들을 구출할 수 있었던 (그러나 그러지 않았던) 사실에 대해 이야기할 것이다.

And I am gonna talk about some of the cases of North Korea trying to escape from China. Because of COVID virus North Korea shut the boarder down. So we have a chance right now to rescue refugees from the detention. Some hoping result from a hearing there will be a favorable explanations why some of those North Korean are trying to escape. I am also hoping that it will underscore to make people really be aware of what’s happening. Some of the concerns are very legitimate concerns that we have about the erosion of civility in South Korea in this time.

나는 중국으로부터 탈출하려고 했던 북한주민들의 사례에 대해 이야기할 것이다. COVID 때문에 북한은 국경을 봉쇄했다. 그래서 우리는 지금 (중국 내) 구금시설로부터 탈북민들을 구출할 수 있는 기회가 있다. 이번 청문회에서 북한주민들 일부는 왜 탈북을 시도하는지에 대해 설명이 있을 것이다. 나는 청문회가 사람들이 어떤 일이 벌어지고 있는지에 대해 정말로 자각할 수 있도록 만들기를 바란다. 일각의 우려는 (대북전단법의) 적법성이다. 우리는 현재 한국에서 민주주의의 쇠락에 대해 우려하고 있다.

-I read that you said two North Korean defectors were sold again to a human traffickers in China and the Moon administration did nothing to save them. Would you explain the case more specifically because we actually don’ know about it very much?

탈북민 2명이 중국에서 인신매매단들에게 또다시 팔렸지만 문 정권이 그들을 구하기 위해 아무런 일도 하지 않았다는 소식을 들었다. 이 일에 대해 구체적으로 말씀해달라.

I am gonna testify...That was included in my testimony. Basically we have a situation where we have North refugees that fled. And in this case they got out of North Korea back in the beginning of 2020. They were sheltered in place because of COVID. Back in September they were desperate to get to the South Korea. They were able to be sheltered by South Korean humanitarian organization. They were able to be sheltered and to be protected from the time that they fled North Korea back in January until September.

나는 그 이야기에 대해 이번 청문회에서 증언할 것이다. 탈북민들 탈출하는 상황에 대해서. 그들은 2020년 초 북한을 탈출했다. 그들은 COVID로 인해 (구금시설에) 갇혀있었다. 지난 9월 그들은 절실하게 한국행을 원했다. 한국 인권단체들이 그들을 보호할 수 있었다.

In September they thought they were safe to try to get to the South Korea but unfortunately they got arrested. So immediately we found about situation and appealed to the President Moon but said this is an opportunity that you can help these women and he didn’t do anything. He did nothing for months.

9월에 그들은 자신들이 안전하다고 생각했고 한국으로 가고자 했다. 그러나 불행하게도 그들은 (중국 공안에 의해) 붙잡혔다. 우리가 그 상황에 대해 알게 되자마자 우리는 문 대통령에게 청원했다. 우리는 문 대통령이 이들 여성을 도와줄 기회라고 말했다. 그러나 그(문재인)는 아무 것도 하지 않았다. 그는 몇 달 동안 아무 일도 하지 않았다.

So what happened is because Chinese want to depopulate their detention centers. They called up the Chinese man who bought them and were abusing them “Hey, will you come to get this woman?” and they were like “Ya” They release them to the abusers.

중국인들은 당시 구금시설의 인원을 줄이기를 원했다. 그들은 탈북민들을 사고 학대한 중국인을 불렀다 “이 여자 가져갈래” 그들은 “좋아”라고 했다. 그들(중국 공안)은 탈북 여성들을 학대자에게 팔았다.

I was so upset because all the president Moon need to do was to ask China to allow them to release to South Korean authority. That was all he needed to do. Every presidents of South Korea has worked with China to facilitate North Korean refugees. Every presidents! Since Arduous March(고난의 행군) since North Koreans tried to escape! Every South Korean presidents has helped to work with China to facilitate the rescue of North Koreans. It was so upsetting. That’s why I am gonna testify in the hearing because I don’t want that would happen again. I want to testify the story about what was happening to people that have escaped.

나는 너무도 화가 났다. 왜냐하면 문이 해야 했던 일은 오직 중국에 그들을 한국당국에 인도하도록 부탁하는 것뿐이었기 때문이다. 그것이 그가 해야만 했던 일의 전부였다. 한국의 모든 대통령들은 탈북민들을 중재하기 위해 중국정부와 일해왔다. 모든 대통령들이 그랬다! 고난의 행군 이래, 탈북민들이 북한을 도망치기 시작한 이래 모든 한국 대통령들은 탈북민들을 구출을 중재하기 위해 중국정부와 함께 일했다. 그 일은 매우 화가 나는 일이었다. 이것이 바로 내가 이번 청문회에서 증언하는 이유다. 나는 이런 일이 다시 일어나는 것을 원치 않는다. 나는 탈북민들에게 어떤 일들이 일어나고 있는지에 대해 증언하길 원한다.

-Will the result of this election will affect the future of the democracy of South Korea?

이번 보궐 선거 결과가 한국의 민주주의 미래에 영향을 미칠 것으로 예상하는가?

I guess only one thing that trend is moving on. People are realizing that the republic of South Korea needs to preserve its freedom and at least stand up for freedom of Koreans in North and South. I think the trend is really positive.

나는 한국의 정치적 트렌트가 변화하고 있다고 생각한다. 한국인들은 그들이 누리는 자유를 보존할 필요가 있다는 것을 깨닫고 있다. 적어도 북한과 한국의 자유를 위해 일어나야할 필요성을 깨닫고 있다고 생각한다. 나는 이러한 변화가 매우 긍정적이라고 생각한다.
