미 의회 사상 첫 ‘한국인권’ 톰 랜토스 청문회 증인으로 선 이 전 주러대사 증언 전문 번역
“박근혜 탄핵은 정상적 정권교체 아닌 혁명적 쿠데타”
“보궐선거에서 야당 승리했으나 문재인 정권의 과두 집권층은 준사회주의 일당 독재체제 강화할 것”

지난 15일(현지시간) 미 하원의 초당적 기구인 톰 랜토스 인권위원회가 사상 처음 ‘한국인권’을 주제로 개최한 청문회에 증인으로 나선 이인호 전 주러대사(서울대 명예교수)의 연설이 화제다. 드물게 보는 명문인데다 박근혜 전 대통령 탄핵 이후 한국의 상황적 진수를 용기있고 감동적으로 포착하고 있기 때문이다.

이 전 대사는 청문회 모두에 “‘미국의 앞잡이’라는 비난을 받을 위험을 무릅쓰고 조국의 시민적 정치적 권리 상황이 표면적으로 보이는 것과 같지 않다는 것에 제 자신이 놀랐기 때문에 이 초대를 받아들였다”며 “대한민국의 시민으로서 우리 조국이 한국의 가장 중요한 동맹인 미국의 친절한 우려의 주제로 또다시 떠올랐다는 것에 저는 깊은 고통과 부끄러움을 느낀다”고 말했다. 한국인으로서 미 의회에서 처음으로 ‘한국의 인권 상황’에 대해 비판적인 증언을 해야 하는 개인적 딜레마와 고통을 솔직하게 토로한 것이다.

이 전 대사는 “박근혜 전 대통령의 탄핵은 정상적 정권교체 아닌 혁명적 쿠데타”이며 “촛불시위의 결과는 대한민국이 1948년 반공산주의 자유 민주주의 공화국으로 탄생했고 여전히 그러한 국가로 존재한다는 역사적 사실을 공개적으로 부인하는 남자에게 최고 권력을 넘겨준 것”이라며 과감하게 역사적 진실을 밝혔다.

그는 조국 전 법무부장관 임명으로 인해 일반 대중들이 문재인 정권에 대해 실망하고 깨어나기까지 문재인 집권 4년 간 거세게 휘몰아쳤던 적폐청산의 광기와 임종석과 같은 극좌세력들의 정권 중심부 진출, 언론통제, 사법부 장악, 친북친중 행보, 대기업 압박, 사회분열, 코로나 팬데믹을 이용한 반정부 시위 억압 등을 집약적으로 묘사했다. 이어 지난해 4.15총선에서 대승을 거둔 뒤 더욱 과감해진 문 정권과 집권여당이 ‘반자유주의 이데올로기 색채’와 일당독재의 전형인 오만함을 공개적으로 과시하면서 대북전단금지법과 5.18특별법, 공수처법 등 국민의 자유를 억압하는 악법들을 줄줄이 통과시킨 것을 기술했다.

이 전 대사는 대북전단금지법에 대해 “탈북민들을 포함해 북한주민들의 생사에 영향을 미치는 문제라 할지라도, 김정은의 뜻에 반대되는 것은 어떤 일도 하지 않겠다는 문재인의 결심을 반영한다”고 지적했다. 5.18 특별법에 대해서는 “정치적 토론의 자유뿐만 아니라 학문의 자유에 내려진 사형선고에 버금간다”고 했다. 공수처법에 대해서는 “대통령에게 자신의 측근을 향한 공정한 조사와 기소를 막아줄 무제한적 권한을 부여하게 될 것”이며, 국정원법 개정안은 “한국의 국가정보원(NIS)으로부터 공산주의 활동을 조사할 권한을 박탈하는 법으로, 북한과 중국 공산당 요원들이 한국에서 발각될 위험 없이 활동하는 것을 가능하게 한다”고 지적했다.

그는 문재인 정권을 ‘포퓰리즘적 전체주의’로 규정하면서 지난 4.7 서울부산 시장 보궐선거에서 야당이 승리했음에도 불구하고 “현 과두 집권층은 그들의 국가 장악 노력을 두 배로 증가시킬 것이며 준사회주의 일당 독재체제를 강화하고, 북한과 중국의 요구를 더 잘 충족시키기 위해 계속해서 새로운 법을 만들 것”으로 예상했다.

그는 “미얀마의 경우처럼 군복을 입은 사람에 의해 자유와 민주주의가 위협을 받을 때는 그 위협을 인식하기가 쉽지만 민주화 투사의 망토를 입은 사람들에 의해 선동됐을 때는 그 위협을 찾아내고 예견하기가 훨씬 어렵다”며 “미국이 지난 많은 세월 동안 그토록 비싼 대가를 지불하고 길러왔던 자유라는 꽃이 적들의 지배 아래 떨어진다면 우리 조국뿐만 아니라 미국에게도 재앙이 될 것”이라고 했다.

이 전 대사의 이날 증언은 위기에 빠진 조국을 구하기 위해 개인에게 쏟아질 비난과 중상모략조차 감수한 노학자의 절규로 들렸다.

Congressman Chris Smith, Congressman James McGovern, and other members and staff of the Tom Lantos Human Rights Commission, I would like to begin by expressing my sincere appreciation for your decision to address the issue of civil and political rights in the Republic of Korea, and for inviting me to testify.

크리스 스미스 의원님, 제임스 맥거번 의원님 그리고 톰 랜토스 인권위원회의 모든 위원님들과 스태프 여러분께 저는 한국의 시민적 정치적 권리에 관해 논의하려는 결심을 내려주신 것과 저를 증인으로 초대해주신 것에 대해 진심어린 감사를 표현하며 증언을 시작하고자 합니다.

As a citizen of the Republic of Korea, I fell deeply pained and ashamed that my own country has again emerged as the subject of friendly concern in the United States, Korea’s foremost ally. This hearing is a continued expression of the same spirit of human solidarity and determination to safeguard the cause of freedom that inspired Americans some seventy years ago to sacrifice their lives to save a newly born liberal democratic country and continues to cement our alliance.

대한민국의 시민으로서 우리 조국이 한국의 가장 중요한 동맹인 미국의 친절한 우려의 주제로 또다시 떠올랐다는 것에 저는 깊은 고통과 부끄러움을 느낍니다. 오늘 청문회는 인류 공동의 연대와 약 70년 전 새롭게 태어난 자유 민주주의 국가를 구하기 위해 자신의 생명을 희생한 미국인들에게 영감을 준 자유라는 대의를 보호하고 우리의 동맹을 굳건히 하려는 결심과 같은 정신의 지속적인 표현입니다.

Testifying against my government in a foreign setting, I run the risk of being branded an “American stooge” by some vociferous critics. I accepted the invitation because I recognize with alarm that the state of civil and political rights in my country is not what it appears to be on the surface. Without timely attention and strategic assistance from friendly neighbors sharing a commitment to freedom and democracy, the 50 million people living in South Korea may be lulled by the tempting slogan of “peace with North Korea at any cost.” This would set us on a path certain to bring about a sudden decimation of South Korean’s human rights through an unprepared merging with the nuclear-armed but oppressed and starving North Koreans.

외국에서 한국 정부에 반하는 증언을 하기 위해 저는 일부 거친 비판자들로부터 “미국의 앞잡이”라는 비난을 받을 위험을 무릅썼습니다. 나는 조국의 시민적 정치적 권리 상황이 표면적으로 보이는 것과 같지 않다는 것에 제 자신이 놀랐기 때문에 이 초대를 받아들였습니다. 자유와 민주주의에 대한 헌신을 공유하는 친절한 이웃들로부터 시의적절한 주의와 전략적 도움을 받지 못한다면 한국에 살고 있는 5천만 시민들은 “북한과의 무조건적 평화”라는 유혹적인 슬로건에 안도할지 모릅니다. 이는 핵무기로 무장하고 억압받고 굶주린 북한주민들과의 준비되지 않은 병합을 통해 한국인들에게 갑작스러운 인권침해를 불러오는 것이 확실한 길로 우리를 인도할 것입니다.

I do not think that any country can or should intervene in purely internal affairs of another but believe that when freedom and democracy are threatened everywhere in the world as now, sharing reliable information and pulling all the available resources globally together is vital to the sustenance of our common cause.

저는 어느 국가나 다른 국가의 내정에 개입할 수 있고 그래야만 한다고 생각하지는 않습니다. 그러나 저는 지금과 같이 전 세계에서 자유와 민주주의가 위협을 받을 때 신뢰할 수 있는 정보를 공유하며 지구적으로 함께 가능한 자원들을 모으는 것이 우리 공동의 대의의 지속에 필수적이라고 믿습니다.

Just as communism was collapsing in Russia and Europe, in the early 1990s, the Republic of Korea, with its successes at both economic rise and political democratization, emerged as the model country to be emulated and living proof of the superiority of the free democratic system of governance.

1990년대 초 러시아와 유럽에서 사회주의가 몰락하고 있을 때 대한민국은 경제적 부상과 정치적 민주주의화에 있어 모두 성공함으로써 모방의 대상이 되는 국가이자 자유 민주주의 시스템 정치체제의 우월성의 살아있는 증거로 떠올랐습니다.

Four years ago, Korea again drew the attention of the whole world by impeaching the first woman president the new democracy had proudly elected. The sensational development, christened as the “candlelight revolution” by its promoters, was hailed by the press as proof of the robustness of democracy at work in Korea. Inside Korea, however, it took less than two years before many thoughtful citizens, including some who had participated in the candlelight protest against President Park Geun-hye, began to wonder if they had not made a grave mistake in staking high hopes on Moon Jae-in’s promise to create “a country that no one has experienced before.” Persons with vivid memories of the Korean war, especially, are now fearful that the country is headed for populist totalitarianism and that the very survival of the Republic as an independent country is threatened by intense pressure from an increasingly arrogant China and a nuclear-armed, but abjectly poor, North Korea.

4년 전 한국은 새로운 민주주의가 자랑스럽게 선출했던 첫 여성 대통령을 탄핵함으로써 또 다시 전 세계의 주목을 받았습니다. 지지자들에 의해 “촛불혁명”이라는 이름이 붙은 이 충격적인 전개에 대해 언론은 한국에서 민주주의의 견고함이 작동하고 있는 증거라고 환호했습니다. 그러나 한국 내부에서는 2년도 채 지나지 않아 많은 생각이 깊은 시민들은, 박근혜 대통령에 대항해 촛불 시위에 참가했었던 사람들을 일부 포함해, 그들이 문재인의 “한 번도 경험해보지 못한 나라를 만들겠다”는 약속에 커다란 희망을 거는 중대한 실수를 저질렀던 것은 아닌지에 대해 의심하기 시작했습니다. 한국전쟁에 대한 생생한 기억을 가지고 있는 한국인들은 특히 이 나라가 포퓰리즘의 전체주의 국가로 향하고 있으며 더 오만해지는 중국과 핵무장을 했으나 비참하게 가난한 북한으로부터의 강도 높은 압력에 의해 독립국가로서의 공화국의 생존이 점점 위협을 당하고 있다는 것에 두려움을 느끼고 있습니다.

However, such pessimistic voices, rarely catch the ears of outsiders because no major South Korean media channel was free enough to give space to views directly opposed to the official government position and the loud populist current. The aura emanating from the “mandate of the candle” was at first so strong that anyone daring to criticize the politics of the Moon government was likely to bring upon themselves, if not an official reprisal, the wrath of a modern Korean equivalent of the Red Guard.

그러나 이러한 비관적인 견해들은 외부인들의 귀에 거의 들리지 않습니다. 왜냐하면 한국의 주요 미디어 채널들은 공식적인 정부의 입장과 시끄러운 포퓰리스트의 흐름에 직접적으로 반대되는 견해들을 보도할 만큼 충분히 자유롭지 않기 때문입니다. “촛불의 명령”이 발하는 아우라는 처음에 너무 강해서 감히 문재인 정권의 정치를 비판하는 사람은, 공식적인 보복이 아니라면, 홍위병과 맞먹는 현대 한국인들의 분노를 스스로에게 불러올 것 같았습니다.

If one is to understand the peculiarities informing the current civil and political rights situation in the Republic of Korea, it is necessary to understand that the impeachment of President Park was a revolutionary coup d’etat, not a normal change of presidential administrations. What the vast majority of the candle-holding crowd expected was an apology from or resignation of the woman president about whom they felt disappointed and ashamed because of the scandal involving her wardrobe manager. The outcome of the candlelight demonstrations, however, was handing over of supreme power to a man who openly denies the historical fact that the country of which he became president was and still is an anti-communist liberal democratic republic launched in 1948. Characteristically, when President Moon visited North Korea in 2018, he stood before Kim Jong-un and a cheering North Korean crowd calling himself not the “President of the Republic of Korea” but the “President of the southern side.”

현재 한국의 시민적 정치적 인권 상황으로부터 유래하는 특징을 이해하고자한다면 박근혜 대통령의 탄핵은 정상적인 대통령제의 정권교체가 아니라 혁명적 쿠데타였음을 이해하는 것이 필요합니다. 촛불을 든 대다수 군중들이 기대한 것은 여성 대통령의 사과 또는 사임이었습니다. 그들은 대통령의 의상 담당자와 관계된 스캔들 때문에 실망하고 화가 나 있었습니다. 그러나 촛불시위의 결과는 그가 대통령이 된 국가가 1948년 반공산주의 자유 민주주의 공화국이었고 여전히 그러한 국가라는 역사적 사실을 공개적으로 부인하는 남자에게 최고 권력을 넘겨준 것이었습니다. 특징적으로 2018년 문 대통령이 북한을 방문했을 때 그는 김정은과 환호하는 북한 군중들 앞에서 자신을 “대한민국 대통령”이 아니라 “남측 대통령”이라고 불렀습니다.

With the hindsight of five years, many Koreans now suspect that the intent of Moon Jae-in’s ruling circle was from the beginning not the elevation of Korean’s liberal democracy to a hight level as the majority of those who ha voted for him expected but rather its systematic undermining. Moon’s government, however, was not so candid about the hidden intention behind their radical undertaking as some of its ideological advocates were. Anti-corruption, economic justice, people’s right over the presidential power, peace at any cost, clean environment were unobjectionably attractive slogans held up as the “mandate of the candle,” while two former Presidents-Park Geun-hye and Lee Myong-bak, a former Chief Justics-Yang Sung-tae, three former chiefs of the National Intelligence Service(NIS)-Nam Jae-jun, Lee Byong-kee, Lee Byong-ho, and heads of many large business corporations starting with Lee Jae-yong of Samsung were thrown into prison. Nuclear power plants, considered to be the safest and economically most competitive in the world, were ordered to be dismantled. It was a sort of revolutionary euphoria, in which the media and civil society alike played the chorus, and no one dared to object to the sudden overturning.

5년 동안의 뒤늦은 깨달음 뒤에 많은 한국인들은 현재 문재인의 집권 여당의 의도는, 문재인에게 투표한 사람들의 대다수가 기대했던 것처럼, 처음부터 한국의 자유 민주주의를 더 높은 수준으로 고양시키는 것이 아니라 체계적으로 약화시키는 것이었다고 의심하고 있습니다. 그러나 문 정권은 정권의 이데올로기적 지지자들의 일부가 그랬던 것처럼 그들의 혁명적 작업의 뒤에 숨겨진 의도에 대해 솔직하지 않았습니다. 적폐청산, 경제적 정의, 대통령의 권력 위에 존재하는 국민의 권력, 무조건적 평화, 깨끗한 환경은 “촛불의 명령”으로서 이의를 제기할 수 없는 매력적인 슬로건이었으며, 이 와중에 두 명의 전직 대통령들(박근혜와 이명박), 전직 대법원장(양승태), 세 명의 전직 국가정보원장(남재중, 이병기, 이병호), 그리고 삼성의 이재용과 같은 많은 대기업 총수들이 구속됐습니다. 세계에서 가장 안전하고 경제적으로 가장 경쟁력 있는 것으로 알려진 원전은 해체 명령을 받았습니다. 그것은 일종의 혁명적 환희였으며, 언론과 시민사회가 똑같이 합창했기에, 어느 누구도 감히 갑작스러운 전복에 반대하지 못했습니다.

Moon Jae-in won the presidential election by promising to cut down on what he termed the “imperial power” of the presidency. Once in power, however, he moved in just the opposite direction. Power concentrated in his Blue House. Besides the former top leaders accused of high crime, over one hundred lesser figures have also been arrested or brought to trial under charges which, with rare exceptions, amounted to little more than having faithfully served the precious government with its anti-communist thrust. Almost everyone who had been appointed to top posts in any government of semi-governmental organization, especially the major broadcasting corporations such as KBS and MBC, was hounded out of his or her position. Many individuals chose to commit suicide instead of having their honor and family destroyed.

문재인은 자신이 “제왕적 권력”이라고 이름붙인 대통령의 권한을 줄이겠다고 약속함으로써 대선에서 승리했습니다. 그러나 일단 집권하자 그는 반대 방향으로 움직였습니다. 권력은 문재인 청와대에 집중됐습니다. 중대 범죄로 기소된 전직 대통령들뿐만 아니라 반공주의적 추진력으로 이전 정부를 충실하게 섬겼던 100명이 넘는 고위직들이, 거의 예외없이 체포되거나 혐의로 재판에 회부됐습니다. 정부나 공공기관, 특히 KBS와 MBC와 같은 주요 방송사의 최고위직에 임명된 거의 모든 사람들이 직에서 쫓겨났습니다. 많은 사람들이 그들의 명예와 가족이 파괴되는 것을 보는 대신 자살을 선택했습니다.

The positions thus vacated were filled promptly with persons most of whom belonged to a few specific far-leftist circles since their university years. The most notable case was the appointment of Im Jong-suk as chief of the presidential administration. Im had been a prominent leader of the pro-North underground student circle, the National Liberation faction, which trained its members to worship the founder of North Korea’s Kim Il-sung dynasty as the true embodiment of Korea’s national spirit. To them, the Republic of Korea was little more than an American colony that should not have been recognized as an independent country.

비워진 그 자리는 곧 대학시절부터 극좌세력에 가담했던 인물들로 채워졌습니다. 가장 잘 알려진 경우는 임종석을 대통령 비서실장에 임명한 것입니다. 임종석은 친북 지하 학생 조직인 민족해방(NL)계열의 유명한 리더였습니다. 이 조직은 소속 학생들이 북한의 김일성 왕조의 창시자를 민족정신의 진정한 화신으로 숭배하도록 훈련시켰습니다. 그들에게 대한민국은 미국의 식민지 이상이 아니었으며 독립된 국가로 인정받아서는 안 되었습니다.

After four years of Moon’s radical populist politics, the Republic of Korea remains a free democratic country in the sense that elections are regularly held. Despite the profuse democratic verbiage, however, all the accepted procedural norms of policymaking and appointments have been discarded. Huge corruption scandals continue to erupt and often end up with ill-explained and under-investigated suicides of prominent personages. There is increasing, pervasive fear of unexpected blows to come, whether from the political, economic, or social directions. South Korea has become sharply divided into pro-Moon and anti-Moon camps, and people talk in hushed voices even among close friends.

문재인의 4년 동안의 급진적 포퓰리즘 정치 이후 한국은 정기적으로 선거가 실시된다는 점에서 자유 민주주의 국가로 남아있습니다. 그러나 많은 민주주의적 장황함에도 불구하고 정책결정과 임명과 관련해 그동안 인정받았던 모든 절차적 규범들은 폐기됐습니다. 거대한 부패 스캔들은 계속해서 발생했으며 설명이 잘 안되고 조사되지 않은 저명한 인물들의 자살로 마감되었습니다. 정치계나 경제계, 또는 사회적 측면으로부터 예상치 못한 큰 일이 일어날 수 있다는 두려움이 널리 퍼져있으며 증가하고 있습니다. 한국은 문재인을 지지하는 편과 반대하는 편으로 날카롭게 나뉘어졌으며 사람들은 심지어 친구 사이에서도 목소리를 낮추고 이야기합니다.

The most comprehensive loss suffered by the entire nation is the right to reliable information and freedom to communicate honestly with their government and with each other. The vast majority of older citizens still regard liberal democracy, the market economy, and the ROK-US alliance to be the three pillars buttressing their country but that is at odds with the pro-North and pro-Chinese direction in which the Moon government is headed. The “sovereign people” have become objects of manipulation through constant propaganda and, during the election season especially, outright bribery as both taxes and national debt keep rising sharply. Artful control of the mass media and cultural, and educational venues are hallmarks of the Moon government earning the name “theater state.” Even YouTube channels cannot escape government interference.

이 나라가 겪은 가장 큰 손실은 신뢰할만한 정보에 접근할 수 있는 권리와 정부 및 서로 간에 정직하게 소통할 수 있는 자유입니다. 장년층의 대다수는 여전히 자유민주주의와 시장경제 그리고 한미동맹이 한국을 지탱하는 세 가지 축이라고 생각합니다. 그러나 이는 문 정권이 지향하는 친북, 친중 방향과 불화합니다. “주권자”는 끊임없는 프로파간다와 특히 선거 기간에는 노골적인 뇌물을 통해 조작의 대상이 되었으며 세금과 국가 채무는 가파르게 증가하고 있습니다. 대중 매체와 문화와 교육 현장에 대한 예술적 지배는 문 정부에 “극장 국가”라는 이름을 가져다 준 고유한 특징입니다. 심지어 유튜브 채널도 정부의 간섭을 피해갈 수 없습니다.

The next touchstone of democracy to go was equality before the law and the fair trial. As more and more courts are headed by judges drawn from specific formerly dissident circles, a double standard in court judgments has become prevalent. President Moon had set up five criteria to be used when making governmental appointments but none of his ministerial appointees met them. If the same stringent legal and moral criteria used in prosecuting the officials of the former governments were to be applied to Moon’s people, most of them would now be sitting in prison.

민주주의의 앞날을 예상할 수 있는 다음 시금석은 법 앞의 평등과 공정한 재판이었습니다. 재판정의 수뇌부가 점점 더 반체제 조직에 가담했던 재판관들로 채워지면서 재판에 있어 이중잣대가 널리 퍼지게 됐습니다. 문 대통령은 공직자 임명의 5가지 기준을 정했지만 그가 지명한 장관들 중 그 기준을 만족한 사람은 아무도 없었습니다. 전 행정부 관리들을 기소할 때 적용했던 것과 똑같은 엄중한 법적, 그리고 도덕적 기준을 문재인 정부 인사들에 적용했다면 그들 중 대부분은 지금 감옥에 가있을 것입니다.

Korea’s general public woke up to the danger president Moon represented when he insisted on appointing as Minister of Justice Cho Kuk, his Blue House counsel and unrepentant former member of a revolutionary circle, every though he and his wife were facing serious moral and legal chargers. Massive anti-Moon demonstrations began to take place. Resistance to Moon’s increasingly arbitrary exercise of power grew even among his erstwhile supporters, including, notably, Attorney General Yoon Seok-youl and Inspector General Choi Jae-hyung, both Moon’s own appointees.

문 대통령이 청와대 민정비서관이자 전직 혁명 세력의 일원으로 전향하지 않은 조국을 법무부장관에 임명하자 한국의 일반대중은 문 대통령이 대표하는 위험을 깨닫기 시작했습니다. 대규모 반문 시위가 시작됐습니다. 문재인의 증가하는 독단적 권력 행사에 대한 저항은 심지어 조금 전까지 그의 지지자였던 사람들 사이에서도 커지기 시작했습니다. 그 가운데는 검찰총장 윤석열과 감사원장 최재형이 있습니다. 이들은 모두 문재인이 직접 임명한 사람들입니다.

The Moon government, however, shows no sign of relenting. Instead, using the virus pandemic as an excuse to put down any resistance movement, and emboldened by the electoral victory by which the ruling party secured a surprising 3/5 majority in April 2020, it began openly to exhibit its anti-liberal ideological color and arrogance typical of one-party dictatorships. The government party started to churn out packet after packet of new laws designed to put an effective end to what remained of civil rights and economic freedoms. The ousted President Park was given the final sentence of 22 years of imprisonment and a fine and indemnity payment amounting to over 20 million dollars and the head of Samsung was again imprisoned although no clear evidence of a crime was found against either of them.

그러나 문정권은 누그러지는 기색이 전혀 없습니다. 대신 바이러스 팬데믹을 반정부 운동을 억압할 명분으로 이용하면서, 2020년 4월 총선에서 국회 의석의 5분의 3을 차지했던 선거에 과감해져서, 문 정권은 반자유주의 이데올로기 색채와 일당 독재의 전형인 오만함을 공개적으로 과시하기 시작했습니다. 집권여당은 시민의 권리와 경제적 자유로 남은 법들을 효과적으로 끝장내기 위해 연이어 새로운 법들을 쏟아내기 시작했습니다. 축출된 박 대통령에게는 최종적으로 22년 형이 선고되었으며 2천만 달러 이상에 달하는 벌금과 보상금 지급이 선고됐습니다. 삼성의 부회장은 박 대통령이나 그와 관련된 범죄의 분명한 증거가 발견되지 않았음에도 불구하고 또다시 구속됐습니다.

Of these new enactments detrimental to the cause of freedom, the first to catch the attention of this commission seems to be the law criminalizing the sending of information balloons to North Korea. It is only a cap put on the Moon government’s steady refusal to endorse the UN efforts to intervene in North Korea’s human rights situation and reflects his determination not to do anything against the wishes of Kim Jong-un, even on matters affecting the life and death of Korean citizens including refugees from the North. Officially enshrined as the “5.18 democracy movement,” the tragic incident is seen by many witnesses and researchers as a student movement for democracy which was exacerbated into a massive anti-state insurrection through undercover incitement and participation of North Korean agents. This new law is tantamount to a death sentence to academic freedom as well as political freedom of discussion. The idea that historical truth can be regulated by law spells an end to rational thinking on the part of the lawmakers-a frightening prospect.

자유라는 대의명분에 해로운 새 법률들 가운데 이 위원회의 주목을 처음으로 끈 것이 북한으로 정보를 실은 풍선을 날리는 것을 범죄화하는 법이었던 것 같습니다. 그것은 문 정권이 북한의 인권 상황에 개입하려는 UN의 노력을 지지하는 것을 꾸준히 거부한 것이자 심지어 그것이 탈북민들을 포함해 북한주민들의 생사에 영향을 미치는 문제라 할지라도, 김정은의 뜻에 반대되는 것은 어떤 일도 하지 않겠다는 문재인의 결심을 반영합니다. 동일한 정도로, 만일 더 심하지 않는다며, 불길한 것은 1980년 광주사태에 대해 집권 여당이 선호하는 버전과 다른 말을 하는 것을 중대한 범죄로 만드는 법입니다. 공식적으로 “5.18 민주화 운동”이라고 신성시된 이 비극적 사건에 대해 많은 증인들과 연구자들은 학생 민주화 운동이 비밀 선동과 북한군의 참가로 인해 대규모 반정부 봉기로 악화된 것으로 보고 있습니다. 이 새로운 법은 정치적 토론의 자유뿐만 아니라 학문의 자유에 내려진 사형선고에 버금갑니다. 역사적 진실이 법률 주문에 의해 규제될 수 있다는 생각은 입법자들의 입장에서 이성적 생각에 종말을 고하는 것이며 이는 두려운 전망을 불러일으킵니다.

Another particularly dreadful act established the Corruption Investigation Office for High-ranking Officials(CIO). Under the direct control of the President, it will have an exclusive, irrevocable right to investigate and prosecute any high-ranking official charged with a misdemeanor, including judges and military generals. Officially promoted as an organ designed to root out corruption and abuse of power, in the context of current partisan politics, CIO will give the president unlimited power to shield his close associates from impartial investigation and prosecution. Still another law deprives Korean’s national security agency, the NIS, of the right to probe into pro-communist activities and makes it possible for the agents of North Korean and Chinese communist parties to operate in Korea without any fear of being caught-this when South Koreans are forbidden even to send information balloons to North Korea.

또 다른 특히 두려운 법률은 고위공직자범죄수사처(CIO)입니다. 대통령의 직접적인 통제에 놓인 공수처는 비행으로 기소된 고위공직자들을, 판사와 장군들을 포함해, 조사하고 기소할 수 있는 배타적인 권한을 가지게 됩니다. 공식적으로 부패와 권력 남용을 뿌리 뽑는 기관으로 홍보되었지만 작금의 파벌정치에서 공수처는 대통령에게 자신의 측근을 향한 공정한 조사와 기소를 막아줄 무제한적 권한을 부여하게 될 것입니다. 다른 법은 한국의 국가정보원(NIS)으로부터 공산주의 활동을 조사할 권한을 박탈하는 법으로, 이 법은 북한과 중국 공산당 요원들이 한국에서 발각될 위험 없이 활동하는 것을 가능하게 합니다. 이 법은 대북전단법과 함께 통과됐습니다.

The landslide victory of the opposition party candidates in the by-election held on April 7, this year, show that the Korean voters finally woke up from the populist spell by the Moon government and started to reclaim lost territory. Yet winning back mayoral posts in Seoul and Busan does not bring about a reduction in the number of the National Assembly seats occupied by the ruling party. The governing oligarchy will only redouble their effort to solidify their grip on the country and keep making new laws to strengthen their quasi-socialist one-party dictatorship and better cater to the demands made by North Korea and China.

올해 4월 7일에 있었던 선거에서 야당 후보가 압도적으로 승리한 것은 한국 유권자들이 문 정권의 포퓰리즘 주문(呪文)에서 마침내 깨어나 잃어버린 영토의 반환을 요구하기 시작했다는 것을 보여줍니다. 그러나 서울과 부산 시장직을 얻은 것이 국회에서 집권 여당의 숫자를 줄이는 것은 아닙니다. 과두 집권층은 그들의 국가 장악 노력을 두 배로 증가시킬 것이며 준사회주의 일당 독재체제를 강화하고, 북한과 중국의 요구를 더 잘 충족시키기 위해 계속해서 새로운 법을 만들 것입니다.

Threats to freedom and democracy are easy to perceive when they come from persons donning military uniforms as in Myanmar, but much more difficult to detect and forestall when instigated by persons wearing the mantle of democracy fighters. I have to admit ruefully that the Republic of Korea, despite its economic superiority, lost the war of propaganda and agitation to North Korea. I sincerely hope that the United States will awaken to the alarming situation in the Republic of Korea today. It would be a disaster not only for my country but for the United States as well, if the flower of freedom, so carefully nourished by America for so many years at such great expense, were to fall under the control of its foes. If a country of 50 million is left to slide into a totalitarian society from being a vibrant liberal democracy in this pivotal corner of the global community, nowhere will freedom remain safe and secure. I thank you for your attention.

미얀마의 경우처럼 군복을 입은 사람에 의해 자유와 민주주의가 위협을 받을 때는 그 위협을 인식하기가 쉽습니다. 그러나 민주화 투사의 망토를 입은 사람들에 의해 선동됐을 때는 그 위협을 찾아내고 예견하기가 훨씬 어렵습니다. 저는 한국이 경제적 우월성에도 불구하고 북한의 선전선동의 전쟁에서 패배했음을 슬프게도 인정해야만 합니다. 저는 미국이 오늘날 한국의 경악스러운 상황에 깨어나기를 진심으로 바랍니다. 미국이 지난 많은 세월 동안 그토록 비싼 대가를 지불하고 길러왔던 자유라는 꽃이 적들의 지배 아래 떨어진다면 우리 조국뿐만 아니라 미국에게도 재앙이 될 것입니다. 만약 5천만이 살고 있는 이 나라가 전 세계에서 중심축을 형성하는 자유롭고 활기찬 민주주의국가로부터 전체주의 사회의 나락으로 떨어진다면 어느 곳에서도 자유는 안전하고 무사하게 남지 못할 것입니다. 경청해주셔서 감사합니다.
