미 전직관리 23명 동참 “문 대통령은 한국 남성들, 여성들, 그리고 아이들의 생명을 구하셔야 하는 자리에 있어”
“대통령 가족들도 한때 난민...그 당시 누군가의 행동으로 대한민국의 대통령이 될 수 있는 기회 얻었음을 기억해야”
미국과 한국 등 전 세계 70개 이상의 민간단체들과 개인 활동가들의 연대인 북한자유연합(NKFC) 대표단은 30일(현지시간) 제18회 북한자유주간의 마지막 행사로 미국 워싱턴 한국 대사관을 방문해 이수혁 대사에게 문재인 대통령에게 보내는 공개서한을 전달했다.
이 서한은 문 대통령에게 중국에 억류 중인 탈북민들의 한국행을 위해 조속히 행동해 줄 것을 촉구하는 내용이다.
“만약 중국이 이 탈북민들을 모두 북한으로 강제송환시키면, 이들 탈북민들은 수감되어 고문을 당하거나 대한민국에 가기 위해 시도했다는 ‘범죄’아래 사형을 당할 수도 있다”며 “현재 중국에 억류되어 있는 이들 탈북민들 대부분은 대한민국에 가족이 있는 사람들”이라고 했다.
이어 “현재 지속되고 있는 코로나 19로 인해 북한의 국경은 모두 원천 봉쇄되었기에, 현재 대통령님께서는 중국 정부에게 이들 탈북민들을 대한민국으로 안전히 보내어 달라는 요청을 할 수 있는 너무나도 좋은 기회를 얻게 되었다”며 “대통령님의 인도주의적 조치를 위한 이번 요청은 여러 자료를 통해서 알려진대로 최소 130명이 넘는 난민들이 수용되어 있는 중국의 수용소의 혼잡을 완화시킬 수 있는 좋은 기회 또한 중국에게 제공하게 될 것”이라고 했다.
이 서한은 수잔 숄티 북한자유연합 대표와 김성민 자유북한방송 대표가 작성했으며 리처드 앨런 전 백악관 국가안보보좌관, 윈스턴 로드 전 중국주재 미국 대사, 로버트 킹 전 국무부 북한인권특사 등 미국의 전직 관리 23명과 민간단체 대표들이 동참했다.
이들은 “대통령님은 이들 한국 남성들, 여성들, 그리고 아이들의 생명을 구하셔야 하는 자리에 계신다”며 “마지막으로, 저희는 대통령님의 가족들도 한때 난민으로서 상당히 불안정한 위치에 있었지만, 그 당시 대통령님의 가족들을 위한 누군가의 행동이 그 당시 대통령님과 대통령님의 가족들에게 안전을 보장해 주었고, 대통령님 개인에게는 대한민국의 대통령이 될 수 있는 기회를 제공해주었다는 점을 이야기하고 싶다”고 강조했다.

Dear Mr. President:
대통령님께:
We are writing to request your urgent action to save the lives of the North Korean men, women, and children currently being held in detention in China by offering them entry to South Korea.
Most, if not all, of those being detained were trying to reach the Republic of Korea. As you well know, if China forcefully repatriates them back to the Democratic People’s Republic of Korea they face certain torture and certain imprisonment, but additionally, could also face execution for the “crime” of trying to get to South Korea. Many of those being held have family in South Korea.
저희는 현재 중국에 억류되어있는 북한 남성들, 여성들, 그리고 아이들의 대한민국 입국을 도움으로서 이들의 생명을 구하기위한 대통령님의 긴급한 조치를 요청하고자 이 서신을 보냅니다. 현재 중국에 억류되어 있는 이들 대부분의 탈북민들은 대한민국에 입국하기 위해서 시도를 한 사람들입니다. 대통령님께서도 잘 아시다시피, 만약 중국이 이 탈북민들을 모두 북한으로 강제송환시키면, 이들 탈북민들은 수감되어 고문을 당할 것입니다. 심지어, 더 나아가서, 이들 탈북민들은 대한민국에 가기 위해 시도했다는 “범죄”아래 사형을 당할 수도 있습니다. 현재 중국에 억류되어 있는 이들 탈북민들 대부분은 대한민국에 가족이 있는 사람들입니다.
Ongoing concerns regarding the COVID 19 pandemic have led the Democratic People’s Republic of Korea to keep its borders closed, which gives you a tremendous opportunity to request China to allow them safe passage to South Korea. This would be consistent with decades of bilateral humanitarian action taken by the PRC and the ROK in facilitating the resettlement of North Koreans to the Republic of Korea. Your request for humanitarian consideration also offers China an opportunity to humanely decongest its detention centers where, according to reliable sources, at least 130 refugees are being held.
현재 지속되고 있는 코로나 19로 인해 북한의 국경은 모두 원천 봉쇄되었기에, 현재 대통령님께서는 중국 정부에게 이들 탈북민들을 대한민국으로 안전히 보내어 달라는 요청을 할 수 있는 너무나도 좋은 기회를 얻게 되었습니다. 이 중국정부에 대한 요청은 지난 수십 년간 대한민국과 중국이 북한 주민들이 대한민국에 정착을 할 수 있게 도움을 주고 있는 인도주의적 조치와 일맥상통 합니다. 대통령님의 인도주의적 조치를 위한 이번 요청은 여러 자료를 통해서 알려진대로 최소 130명이 넘는 난민들이 수용되어 있는 중국의 수용소의 혼잡을 완화시킬 수

Mr. President, you are in a position to save the lives of these Korean women, men, and children. We earnestly ask that you act on their behalf. In closing, we note your own family was once in a precarious position as refugees when action on their behalf led to your safety and security and offered you the opportunity to rise to become the President of the Republic of Korea.
대통령님. 대통령님은 이들 한국 남성들, 여성들, 그리고 아이들의 생명을 구하셔야 하는 자리에 계십니다. 저희는 진정으로 대통령님께서 이들을 위해서 행동을 취해주시기를 요청드립니다. 마지막으로, 저희는 대통령님의 가족들도 한때 난민으로서 상당히 불안정한 위치에 있었지만, 그 당시 대통령님의 가족들을 위한 누군가의 행동이 그 당시 대통령님과 대통령님의 가족들에게 안전을 보장해 주었고, 대통령님 개인에게는 대한민국의 대통령이 될 수 있는 기회를 제공해주었다는 점을 이야기 하고 싶습니다.
